The phrase likely comes from **early 1900s horse racing slang.**
Racehorses were sometimes kept calm by stabling a goat beside them. If a rival stablehand stole the goat, the horse became agitated and anxious - so literally, *"getting someone’s goat"* meant *making them upset*.
It spread quickly through American speech and soon became part of everyday country talk, especially in the South, where goats (and mischief) were familiar parts of life.
